Overview

Iran's customs administration is the Islamic Republic of Iran Customs Administration (IRICA, گمرک جمهوری اسلامی ایران), an agency under the Ministry of Economic Affairs and Finance. IRICA operates at all Iranian international airports (Tehran IKA and Mehrabad THR, Mashhad MHD, Shiraz SYZ, Isfahan IFN, Tabriz TBZ), the Persian Gulf ports (Bandar Abbas — the country's largest container port — Bandar Imam Khomeini, Bushehr, Chabahar), the Caspian ports (Anzali, Amirabad, Noshahr), and land border crossings with 7 neighbours: Turkey, Iraq, Armenia, Azerbaijan, Turkmenistan, Afghanistan, and Pakistan.

Arriving travellers complete the Iranian Customs Declaration at airport kiosks. The personal allowance is goods up to USD 80 for non-resident visitors, or higher levels for returning Iranian residents differentiated by length of absence. Iran applies no alcohol allowance whatsoever — alcohol is prohibited for import, sale, and consumption throughout the country and any quantity is seized. Tobacco allowance is 200 cigarettes or equivalent.

Iran is under substantial US, UK, EU, and other Western sanctions since 2018 (US withdrawal from JCPOA) with waves of expansion. This affects most aspects of cross-border trade with Western economies. Foreign nationals require the Iran e-Visa available through the Ministry of Foreign Affairs for selected nationalities; others apply at Iranian consulates.

For commercial imports, IRICA operates the Iran Comprehensive Customs Management System electronic clearance platform. Importers must be registered with the Ministry of Industry, Mine and Trade and hold a Business Registration and Commercial Card. Currency for imports must be sourced through the Central Bank of Iran's foreign-exchange system (NIMA) — a substantial administrative constraint.

Iran's import-duty structure applies MFN per the Iranian Customs Tariff (typically 4-40% for standard consumer goods, with peaks up to 200% for luxury and protected items), VAT at 10% (raised from 9% in 2024), and various commercial-benefit levies. Iran has Special Preferential Trade Agreements with several Eurasian Economic Union states, Türkiye, Syria, Pakistan, Cuba, and Venezuela.

Iran is a party to the Economic Cooperation Organization (ECO) with 9 other regional states supporting some preferential trade arrangements. EAEU-Iran interim FTA entered force in 2019 and has been extended and modernised through 2024-2026.

For courier and ecommerce imports, Iran has strict foreign-exchange constraints affecting personal-parcel clearance. Payment for above-de-minimis imports requires central-bank foreign-exchange allocation.

Some product categories require additional clearance. The Iran Ministry of Health (Iran Pharmaceutical Affairs Office) regulates pharmaceuticals. The Ministry of Agriculture Jihad handles SPS controls. The Communications Regulatory Authority type-approves radio equipment. DoE (Department of Environment) issues CITES permits.

Iran applies elevated scrutiny on several categories: - Alcohol — fully prohibited. - Satellite equipment and Western media receivers — technically restricted though widely tolerated. - Pornographic material — prohibited. - Religious materials of other faiths in commercial quantities — restricted. - Cultural property and antiquities — extensive export prohibition; smuggling attracts long custodial sentences. - Drugs and narcotics — severe penalties including capital punishment for trafficking.

Currency declarations are required above USD 10,000 equivalent in cash on entry or exit. Iranian residents face substantial foreign-exchange controls administered by the Central Bank.

Postal-import handling is via the Iran Post Company. Above the de minimis, VAT and duty are collected on delivery, subject to foreign-exchange availability constraints.

Prescription-medication carriage follows a relatively permissive personal-use framework: prescribed medication accompanied by the prescription is generally accepted for personal-use quantities; controlled drugs require advance authorisation.

Recent regulatory changes include the continuing evolution of the sanctions regime affecting most Western trade, the operationalisation of the EAEU-Iran interim FTA, the deepening of economic cooperation with China under the 25-Year Comprehensive Cooperation Programme, currency-reform-driven changes to the NIMA foreign-exchange system, and continued expansion of ECO preferential frameworks.

Frequently asked questions

How much alcohol can I bring into Iran duty-free?

Travellers arriving in Iran may bring 0 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Alcohol categorically prohibited regardless of quantity. Personal-effects allowance USD 80 per traveler; tobacco 200 cigarettes or 50 cigars. Excess pays 4% duty + 9% VAT. The IRICA personal-effects portal handles declarations electronically since 2023.

How many cigarettes can I bring into Iran?

200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.

Do I need to declare cash entering Iran?

Yes. Cash and equivalent bearer instruments above USD 10000 (USD) must be declared on arrival.

What is Iran's de minimis import threshold?

Decided by ad-hoc tariff adjustments (~USD 80). Personal-import parcels under USD 80 duty-free; above attracts 4% customs duty + 9% VAT. Iran operates outside the WTO ITA so consumer-electronics tariffs are higher than regional norms.

Is VAT or GST charged on imports into Iran?

VAT (Mâliyât bar Arzesh-e Afzudeh, VAT) 10% standard (raised from 9% in 2024); essential foods, agricultural inputs, books exempt. Applied to imports plus customs duty per Iranian Tariff. Comprehensive US/EU sanctions affect most international shipments.

Can I bring prescription medication into Iran?

Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Islamic Republic of Iran Customs Administration (IRICA) for your specific medicine.

Can I send gifts by post to Iran?

Gifts are accepted by post but are still subject to Iran's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 — undervaluation is treated as fraud.

What documents do I need to import commercially into Iran?

A customs declaration filed with Islamic Republic of Iran Customs Administration (IRICA), a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.

What happens at Iran's red and green channels?

The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.

What items are prohibited in Iran?

Alcoholic beverages of all kinds; Pork and pork-derivative products; Narcotics and psychotropic substances. See the full prohibited list on this page.

What items are restricted into Iran?

Currency over USD 10,000 (declaration required); Pharmaceuticals (Ministry of Health permit for prescription medications); Satellite receivers (effectively prohibited but allowed in some circumstances). Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.

How do I declare goods on arrival in Iran?

Use the red channel at the airport. Most ports of entry into Iran accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.

Can I bring food into Iran?

Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Islamic Republic of Iran Customs Administration (IRICA)'s agricultural / biosecurity authority before bringing food.

Can I bring vape devices or e-cigarettes into Iran?

Vape rules are changing fast worldwide; Iran may have specific restrictions, age limits, or outright bans. Verify on the current Islamic Republic of Iran Customs Administration (IRICA) guidance before travel — bans have grown markedly since 2023.

Can I bring medicines containing controlled substances into Iran?

Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Iran's health authority before travel.

Are duty-free purchases on arrival counted in my allowance?

Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.

What happens if a parcel arrives over Iran's de minimis?

Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.

Can I refuse to pay duties and return a parcel?

Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Iran.

How long does customs clearance take in Iran?

Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.

Who do I contact if my parcel is held by Iran customs?

Your carrier (DHL, FedEx, UPS, postal operator) is the first contact — they handle clearance on your behalf. If you need to deal directly with the authority, contact Islamic Republic of Iran Customs Administration (IRICA) via the contact route on their official site.

What are common customs scams to watch for in Iran?

Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.

Verify against Islamic Republic of Iran Customs Administration (IRICA) before acting on any answer. Customs rules change frequently.
