Overview
Russia's customs administration is the Federal Customs Service of Russia (ะคะขะก, FCS), a federal agency under the Ministry of Finance. FCS operates at all Russian international airports (Moscow Sheremetyevo SVO, Domodedovo DME, Vnukovo VKO, St Petersburg Pulkovo LED), the Baltic and Black Sea ports (St Petersburg, Kaliningrad, Novorossiysk), the Pacific ports (Vladivostok, Vostochny), and land border crossings with 14 neighbouring countries.
Arriving travellers complete the Russian Customs Declaration Form (TD-6) at airport kiosks. The personal allowance for goods brought in accompanied baggage is goods up to EUR 10,000 by air or EUR 500 by land (per adult, subject to weight limits typically 50kg by air, 25kg by land), plus 3 litres of alcohol and 200 cigarettes. Above-allowance items attract 30% simplified duty on the excess value.
Russia is under substantial Western sanctions since 2022 that affect many aspects of cross-border trade with EU, US, UK, Canada, Japan, Australia, and others. Individual and business travellers from sanctioning countries face restrictions on payment cards, visa issuance in various jurisdictions, and specific goods carriage. Foreign nationals require the Russian e-Visa (suspended for many nationalities since 2022; available for a limited set) or a traditional visa from a Russian consulate.
For commercial imports, FCS operates the Federal Customs Service Portal and various regional customs offices. Russia is a member of the Eurasian Economic Union (EAEU) with Armenia, Belarus, Kazakhstan, and Kyrgyzstan, applying the EAEU Common Customs Tariff. Importers file electronic declarations through the FCS portal and pay duty plus VAT at 20% at import (10% reduced on food, children's goods, books, medicine).
Tariff policy applies EAEU preferential rates for intra-Union trade and MFN rates from third countries. The EAEU has trade agreements with Vietnam, Iran, Serbia, Singapore, Egypt (signed), UAE (signed), and others.
Product-conformity requirements: many consumer goods require EAC (Eurasian Conformity) certification issued through authorised certification bodies in the EAEU territory. The EAC mark replaced the historical GOST-R and Belarusian STB certifications for most product categories.
Currency declarations are required above USD 10,000 equivalent on entry or exit. Russian residents face significant capital controls that have been substantially strengthened since 2022 (limits on outward foreign-currency remittances, purchases of foreign securities, etc.).
Russia applies elevated scrutiny on several categories: - Sanctioned goods โ dual-use goods and technology from sanctioning countries face import restrictions; some goods require special import licensing. - Cultural property โ extensive export prohibition on pre-1945 Russian and Soviet cultural artifacts. - Currency movements โ enhanced enforcement of AML rules on cross-border cash movements. - Drugs and narcotics โ severe penalties.
For courier and ecommerce imports, Russia has progressively lowered the de minimis for personal parcels. As of 2026, the personal parcel de minimis is EUR 200 per shipment (having been lowered from EUR 500 several years earlier) with limits on annual value.
Some product categories require additional clearance. Roszdravnadzor regulates pharmaceuticals and medical devices. Rosselkhoznadzor handles SPS controls. Roskomnadzor administers telecom and radio-equipment requirements. CITES permits are issued by the Ministry of Natural Resources.
Postal-import handling is via Russian Post. Above the de minimis, VAT and duty are collected on delivery.
Prescription-medication carriage follows a personal-use framework: prescribed medication accompanied by the prescription is generally accepted for personal-use quantities; controlled drugs require advance Roszdravnadzor authorisation.
Recent regulatory changes include the substantial Western sanctions regime in effect since 2022 with progressive expansions, the strengthening of parallel-import legal frameworks allowing Russian entities to import branded goods without trademark-owner authorisation for many categories, the capital-control and foreign-exchange restrictions, and the ongoing EAEU integration deepening.

Frequently asked questions
How much alcohol can I bring into Russia duty-free?
Travellers arriving in Russia may bring 3 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. EUR 10,000 / 50 kg combined personal-effects allowance for arrivals by air; halved for land/sea arrivals. Alcohol: 3 litres total (any combination); over 5 L requires excise. Tobacco: 200 cigarettes / 50 cigars / 250 g loose tobacco. Quantities above pay 30% duty + 20% VAT.
How many cigarettes can I bring into Russia?
200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.
Do I need to declare cash entering Russia?
Yes. Cash and equivalent bearer instruments above USD 10000 (USD) must be declared on arrival.
What is Russia's de minimis import threshold?
200 EUR (~USD 200). Personal-import parcel threshold raised from EUR 200 to EUR 1,000 in April 2022 as a temporary anti-sanctions measure; reverted to EUR 200 in April 2024. Above this attracts 15% duty (min EUR 2/kg) plus 20% VAT.
Is VAT or GST charged on imports into Russia?
VAT (ะะะก) 20% standard; 10% reduced (food, children's goods, books, medicine). Applied to imports plus customs duty per Eurasian Economic Union tariff. Sanctions regimes affect many Western-origin shipments โ verify export-control status.
Can I bring prescription medication into Russia?
Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Federal Customs Service (FTS Russia) for your specific medicine.
Can I send gifts by post to Russia?
Gifts are accepted by post but are still subject to Russia's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 โ undervaluation is treated as fraud.
What documents do I need to import commercially into Russia?
A customs declaration filed with Federal Customs Service (FTS Russia), a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.
What happens at Russia's red and green channels?
The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.
What items are prohibited in Russia?
Narcotic drugs and psychotropic substances (Schedule I); Weapons / ammunition without permit; Materials inciting extremism, terrorism, or LGBT 'propaganda' (Federal Law 135-FZ as amended). See the full prohibited list on this page.
What items are restricted into Russia?
Firearms / ammunition (FSB permit required); Pharmaceuticals (federal psychotropic-substance list); Electronics with cryptography (FSB notification under Decision 195). Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.
How do I declare goods on arrival in Russia?
Use the red channel at the airport. Most ports of entry into Russia accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.
Can I bring food into Russia?
Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Federal Customs Service (FTS Russia)'s agricultural / biosecurity authority before bringing food.
Can I bring vape devices or e-cigarettes into Russia?
Vape rules are changing fast worldwide; Russia may have specific restrictions, age limits, or outright bans. Verify on the current Federal Customs Service (FTS Russia) guidance before travel โ bans have grown markedly since 2023.
Can I bring medicines containing controlled substances into Russia?
Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Russia's health authority before travel.
Are duty-free purchases on arrival counted in my allowance?
Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.
What happens if a parcel arrives over Russia's de minimis?
Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.
Can I refuse to pay duties and return a parcel?
Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Russia.
How long does customs clearance take in Russia?
Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.
Who do I contact if my parcel is held by Russia customs?
Your carrier (DHL, FedEx, UPS, postal operator) is the first contact โ they handle clearance on your behalf. If you need to deal directly with the authority, contact Federal Customs Service (FTS Russia) via the contact route on their official site.
What are common customs scams to watch for in Russia?
Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.
Verify against Federal Customs Service (FTS Russia) before acting on any answer. Customs rules change frequently.
