CBD Oil is prohibited for travelers entering Russia. Federal Customs Service (FTS Russia) screens baggage at all ports of entry; the item is seized regardless of quantity, and depending on item class (narcotic / weapon / counterfeit / cultural-heritage), the traveler may face administrative or criminal penalty under the destination's controlled-substances / customs act. EU customs harmonisation and EU Regulation 608/2013 IPR enforcement apply alongside national rules. Personal-import permit pathways exist for medication categories (see Federal Customs Service (FTS Russia) guidance) but do not apply to most prohibited items.

Russia treats cannabidiol (CBD) and other cannabis derivatives as controlled substances under Criminal Code Art. 228-229, with no general personal-possession exemption for hemp-derived or low-THC products. Because lawful possession is not available to travellers, there is no personal-export pathway — CBD products found at departure screening are subject to seizure and the traveller to prosecution under the same narcotics framework that applies on entry. Travellers should not transit Russia carrying CBD products of any THC content.
Do not carry CBD Oil into Russia. If you arrive with the item by accident, surrender at the Red Channel for seizure-only treatment rather than walking the Green Channel — the latter is treated as deliberate smuggling.
