Overview

Poland's customs administration is the Krajowa Administracja Skarbowa (KAS), the National Revenue Administration, unifying tax and customs functions under the Ministry of Finance. KAS operates at all Polish international airports (Warsaw Chopin WAW, Kraków KRK, Gdańsk GDN, Wrocław WRO, Katowice KTW, Poznań POZ), the Baltic ports of Gdańsk (the largest Polish port, and Baltic Sea's largest container port), Gdynia, and Szczecin-Świnoujście, and the land border crossings with 7 neighbours: Germany, Czechia, Slovakia, Ukraine, Belarus, Lithuania, and Russia (Kaliningrad enclave, restricted).

Returning EU travellers benefit from free circulation of EU-origin goods. Arrivals from outside the EU face the standard EU allowance: goods up to EUR 430 (air/sea) or EUR 300 (land/rail), plus the standard alcohol and tobacco allowances. Above the threshold, Polish VAT (VAT/PTU) at 23% standard, 8% reduced (food, transport, restaurants), 5% basic food, books, medicine, 0% intra-EU exports and EU CN8 customs duty apply.

Poland is a Schengen state; intra-Schengen travel does not require passport control. ETIAS launches for non-EU visa-exempt visitors from 2026.

For commercial imports, KAS operates PUESC (Platforma Usług Elektronicznych Skarbowo-Celnych), the electronic customs and tax platform. Importers file electronic declarations through PUESC and pay duty plus 23% VAT at import.

Poland is the EU's largest recipient of goods traffic from Ukraine and Belarus (though the Belarus border has been substantially restricted since 2022 due to the migration crisis and Russian sanctions). The Belarus-Poland border has experienced significant customs and migration-related disruption; the Ukraine-Poland border has been substantially expanded to handle war-related humanitarian and commercial flows.

Poland's substantial road-freight sector (the largest fleet in the EU) drives significant intra-EU freight movement. Polish drivers and hauliers dominate flows on many EU trade lanes.

For ecommerce parcels, Poland applies the EU IOSS regime for ≤EUR 150 shipments. Poczta Polska handles inbound postal mail; substantial ecommerce fulfilment operations serving Central Europe are located in Poland due to lower logistics costs.
