Overview
Ukraine's customs administration is the State Customs Service of Ukraine (ะะตัะถะผะธััะปัะถะฑะฐ, ะกะะกะฃ), a federal agency under the Ministry of Finance. Operations run at all Ukrainian international airports (Kyiv Boryspil KBP, Zhuliany IEV, Lviv LWO, Odesa ODS, Kharkiv HRK, Dnipro DNK), the Black Sea and Danube ports (Odesa, Yuzhne, Chornomorsk, Izmail, Reni), and land border crossings with Poland, Slovakia, Hungary, Romania, Moldova, Russia, and Belarus.
Ukraine has been in a state of full-scale war since February 2022 following the Russian invasion, with substantial wartime customs procedures, evacuated port operations at some Black Sea ports, and reorientation of trade flows towards the EU. Odesa remains operational under intermittent security constraints.
Arriving travellers complete the Ukrainian Customs Declaration at land crossings (Ukrainian airports are largely closed to civilian traffic during the war). The personal allowance is goods up to EUR 1,000 (per air arrival, largely irrelevant during wartime constraints) or EUR 500 by land or rail, plus 5 litres of alcohol and 200 cigarettes.

EU autonomous trade measures for Ukrainian goods (unilateral duty and quota suspension) have been extended through 2026 with substantial benefits for Ukrainian agricultural and industrial exports to the EU.
Some product categories require additional clearance. The State Service of Ukraine on Medicines and Drugs Control regulates pharmaceuticals. The State Service of Ukraine on Food Safety and Consumer Protection handles food. CITES permits are issued by the Ministry of Environment.
Ukraine is a substantial exporter of agricultural products (grain, sunflower oil, poultry, dairy), steel, industrial machinery, and IT services. The wartime disruption to Black Sea grain exports was substantially resolved through the Black Sea Grain Initiative (2022-2023) and subsequent Ukraine-led Black Sea Corridor arrangements.
Currency declarations are required above EUR 10,000 equivalent on entry or exit. Ukrainian residents face wartime capital controls.
