Overview

Romania's customs administration is the Romanian Customs Authority (Autoritatea Vamală Română, AVR), an agency under the Ministry of Finance. AVR operates at all Romanian international airports (Bucharest Henri Coandă OTP, Cluj-Napoca CLJ, Timișoara TSR, Iași IAS, Sibiu SBZ, Constanța CND), the Black Sea port of Constanța (the Danube-Black Sea Canal's terminal port and the largest Black Sea port), the Danube inland ports (Galați, Giurgiu, Brăila), and land border crossings with 5 neighbours: Ukraine, Moldova, Bulgaria, Serbia, and Hungary.

Romania is a member of the EU customs union and applies the Union Customs Code (UCC) and EU CN8 tariff schedule. Returning EU travellers benefit from free circulation of EU-origin goods. Arrivals from outside the EU face the standard EU allowance: goods up to EUR 430 (air/sea) or EUR 300 (land/rail), plus the standard alcohol and tobacco allowances.
