State Customs Service of Ukraine applies a personal-allowance threshold per item category; quantities above attract duty + the destination's VAT/GST rate (20%) plus, for select categories, an additional excise tax. EU customs harmonisation and EU Regulation 608/2013 IPR enforcement apply alongside national rules. Travelers should consult State Customs Service of Ukraine for the current quantity threshold + documentation requirement before departure.

Leaving Ukraine with tobacco cigarettes
Cigarettes and tobacco for personal consumption are freely exportable from Ukraine — excise is origin-paid at retail and no export formality applies to personal quantities. The binding constraint is the destination's duty-free allowance, typically 200 cigarettes (one carton) or 250 g of tobacco, above which arrival duty and in some countries steep penalties apply. Carrying obviously above-allowance quantities can also draw origin-side questioning about undeclared commercial export.
Travelers aged 18+ may bring 5 L alcohol + 200 cigarettes duty-free. Personal goods up to EUR 1,000 (air) / EUR 500 (land). Wartime: humanitarian shipments and Ukrainian-citizen returnee allowances are expanded.
Carry Tobacco Cigarettes in carry-on where applicable (medication / lithium battery / valuables). On arrival, walk the Red Channel and declare on the customs form. State Customs Service of Ukraine computes duty + VAT at the published rate. Have the purchase receipt + (for medication) the original prescription available.
