Pepper Spray is prohibited for travelers entering Iran. Islamic Republic of Iran Customs Administration (IRICA) screens baggage at all ports of entry; the item is seized regardless of quantity, and depending on item class (narcotic / weapon / counterfeit / cultural-heritage), the traveler may face administrative or criminal penalty under the destination's controlled-substances / customs act. GCC Common Customs Law applies for GCC member states; national restrictions on alcohol / pork / political-religious content are strictly enforced. Personal-import permit pathways exist for medication categories (see Islamic Republic of Iran Customs Administration (IRICA) guidance) but do not apply to most prohibited items.

Where civilian possession is lawful in Iran, taking a personal defensive spray out of the country is not separately export-controlled, but two constraints bite: aviation rules forbid incapacitant sprays in cabin baggage universally and most airlines refuse them in checked baggage too (a single ≤100 ml self-defence spray in checked baggage is airline-discretionary under IATA provisions); and many destinations — including the UK, Canada, Australia, New Zealand, Singapore and much of Europe — treat pepper spray as a prohibited weapon at import, with arrest a realistic outcome. Verify both the airline's policy and the destination's weapons law before carrying.
