Singapore's Arms and Explosives Act (Cap. 13) classifies pepper spray, mace, and equivalent self-defence sprays as controlled arms. Importation, possession, and carriage by civilians without a licence (which is not granted for personal defence) constitute criminal offences. Penalties on conviction can include a fine, imprisonment, or both. Singapore Customs and Singapore Police Force jointly enforce; airport screening routinely intercepts sprays in checked and carry-on baggage. Surrender at the airport bin is permitted and avoids prosecution.
