Iraqุงูุนุฑุงู
Overview
Iraq's customs administration is the General Directorate of Customs (ุงูููุฆุฉ ุงูุนุงู ุฉ ููุฌู ุงุฑู), an agency of the Iraqi Ministry of Finance. Operations run at the international airports (Baghdad BGW, Erbil EBL, Basra BSR, Sulaymaniyah ISU, Najaf NJF), the Persian Gulf ports of Umm Qasr (the country's principal deep-sea gateway near Basra) and Khor al-Zubair, and land border crossings with Turkey (Ibrahim Khalil/Habur), Iran (Bashmakh, Munzeria, Shalamcheh), Syria (al-Qaim, restricted), Jordan (Trebil), Saudi Arabia (Arar), and Kuwait (Safwan).
Iraq operates under a federal-regional dual structure: the federal government handles most customs, while the Kurdistan Regional Government (KRG) in Erbil applies its own tariff and customs administration for goods entering the KRG through Ibrahim Khalil (Turkey border) and Erbil airport. Goods moving from KRG to federal Iraq (through checkpoints such as Bardarash and Kalar) may face secondary federal clearance.
Arriving travellers complete the Iraqi Customs Declaration at airport kiosks. The personal allowance is modest and applied inconsistently across ports โ verify at the specific arrival point. Alcohol allowance is limited (with strict federal prohibition proposals under discussion 2023-2026); tobacco allowance is typically 200 cigarettes.
Foreign nationals from selected countries can obtain Visa on Arrival at Baghdad, Basra, Najaf, Erbil, and Sulaymaniyah international airports. Others apply at Iraqi consulates. KRG's Erbil airport operates a substantially more permissive visa-on-arrival regime than federal Iraq for many Western nationalities.
For commercial imports, the General Directorate of Customs operates various electronic filing systems; Iraq is progressing towards a unified electronic single window but implementation remains uneven across ports.
Iraq's import-duty structure applies MFN per the Iraqi tariff (typically 0-30%), plus a Reconstruction Levy of 5% and selected additional fees. VAT is not currently in force at federal level (introduction has been discussed but not enacted); the Kurdistan Region operates an Excise Tax on selected goods.
Tariff policy: Iraq is a party to the Greater Arab Free Trade Area (GAFTA) and various bilateral trade arrangements with Turkey, Iran, Syria, and other Arab League states. Iraq is a WTO observer but not a member.
Some product categories require additional clearance. The Iraqi Ministry of Health regulates pharmaceuticals. The COSQC (Central Organization for Standardization and Quality Control) administers conformity assessment for regulated products. The Ministry of Agriculture handles SPS.
Iraq applies elevated scrutiny on several categories: - Alcohol โ restricted federally and locally, with regional variation in enforcement. - Pork products โ restricted for the Muslim-majority retail market. - Antiquities and archaeological property โ extensively prohibited; Iraq's cultural heritage was substantially plundered during 2003-2015 conflicts and enforcement is now vigorous. - Firearms and ammunition โ strictly controlled. - Drugs and narcotics โ severe penalties.
Currency declarations are required above USD 10,000 equivalent on entry or exit.
Iraq's oil sector (managed by the state-owned Iraqi Oil Marketing Company / SOMO) drives the country's export earnings, funding substantial commercial-import flows in construction materials, consumer goods, vehicles, and machinery.
Postal-import handling is via the Iraqi Post. Overall postal infrastructure was substantially disrupted during 2014-2017 and has been progressively rebuilt.
Prescription-medication carriage follows a personal-use framework: prescribed medication accompanied by the prescription is generally accepted for personal-use quantities; controlled drugs require Ministry of Health advance authorisation.
Recent regulatory changes include the ongoing federal-KRG customs harmonisation dialogue, the continuing rehabilitation of Umm Qasr's container operations, the introduction of new pre-shipment inspection requirements for selected import categories, and continuing engagement with the Iran-Iraq-Tรผrkiye trade-corridor development.

Frequently asked questions
How much alcohol can I bring into Iraq duty-free?
Travellers arriving in Iraq may bring 1 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Travelers aged 18+ may bring 1 L of spirits + 1 L of wine duty-free. Tobacco 200 cigarettes. Personal goods up to USD 1,000. Note: Federal vs. Kurdistan Region rules differ in places โ KRG operates a separate customs administration at Erbil and Sulaymaniyah.
How many cigarettes can I bring into Iraq?
200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.
Do I need to declare cash entering Iraq?
Yes. Cash and equivalent bearer instruments above USD 10000 (USD) must be declared on arrival.
What is Iraq's de minimis import threshold?
65000 IQD (~USD 50). Personal-import parcels under IQD 65,000 (โUSD 50) duty-free; above attracts 5-25% customs duty depending on HS chapter. Iraq does not currently apply VAT but Kurdistan Region applies a 5% local sales tax.
Is VAT or GST charged on imports into Iraq?
No VAT or sales tax federally. Kurdistan Region operates an Excise Tax on selected goods. Customs duty applied at port of entry per Iraqi tariff. Limited international postal connectivity; most imports via courier or land border.
Can I bring prescription medication into Iraq?
Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with General Authority of Customs for your specific medicine.
Can I send gifts by post to Iraq?
Gifts are accepted by post but are still subject to Iraq's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 โ undervaluation is treated as fraud.
What documents do I need to import commercially into Iraq?
A customs declaration filed with General Authority of Customs, a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.
What happens at Iraq's red and green channels?
The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.
What items are prohibited in Iraq?
Narcotics and psychotropic substances; Israeli-origin products (per the 1956 boycott law); Materials offensive to Islamic values. See the full prohibited list on this page.
What items are restricted into Iraq?
Firearms / ammunition (Ministry of Interior permit); Pharmaceuticals (Ministry of Health permit for personal imports); Currency over USD 10,000 (declaration required). Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.
How do I declare goods on arrival in Iraq?
Use the red channel at the airport. Most ports of entry into Iraq accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.
Can I bring food into Iraq?
Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with General Authority of Customs's agricultural / biosecurity authority before bringing food.
Can I bring vape devices or e-cigarettes into Iraq?
Vape rules are changing fast worldwide; Iraq may have specific restrictions, age limits, or outright bans. Verify on the current General Authority of Customs guidance before travel โ bans have grown markedly since 2023.
Can I bring medicines containing controlled substances into Iraq?
Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Iraq's health authority before travel.
Are duty-free purchases on arrival counted in my allowance?
Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.
What happens if a parcel arrives over Iraq's de minimis?
Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.
Can I refuse to pay duties and return a parcel?
Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Iraq.
How long does customs clearance take in Iraq?
Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.
Who do I contact if my parcel is held by Iraq customs?
Your carrier (DHL, FedEx, UPS, postal operator) is the first contact โ they handle clearance on your behalf. If you need to deal directly with the authority, contact General Authority of Customs via the contact route on their official site.
What are common customs scams to watch for in Iraq?
Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.
Verify against General Authority of Customs before acting on any answer. Customs rules change frequently.
