Overview

Tunisia's customs administration is the Direction Générale des Douanes, a federal directorate under the Ministry of Finance. Operations run at Tunis Carthage (TUN), Enfidha-Hammamet (NBE), Djerba-Zarzis (DJE), and Monastir (MIR) international airports; the Mediterranean ports of Radès (the country's principal container gateway near Tunis), La Goulette, Bizerte, Sfax, Gabès, and Sousse; and land border crossings with Algeria and Libya.

Arriving travellers complete the Tunisian customs declaration. The personal allowance is goods up to TND 100 for foreigners visiting under 24 hours or TND 200 for stays over 24 hours (plus additional allowances for returning Tunisian residents based on length of absence), plus 1 litre of spirits and 200 cigarettes. Foreign nationals from many EU countries and selected other nationalities enter visa-free; the Tunisia eVisa is available for others.

For commercial imports, DGD operates SINDA (Système d'Information Douanier Automatisé) electronic customs declaration platform. Importers register with the Ministry of Commerce and file electronic declarations.

Tunisia's import-duty structure applies MFN per the Tunisian tariff, TVA at 19% standard (13% reduced on selected services and restaurants; 7% on basic essentials) at import, and additional charges.

Tariff policy: Tunisia is party to the EU-Tunisia Association Agreement (in-force since 1998, with progressive industrial-goods tariff dismantlement now largely complete), the Agadir Agreement (with Egypt, Jordan, Morocco — Arab-Mediterranean FTA), AfCFTA (2024 operational), Arab League PAFTA, EFTA-Tunisia FTA, and bilateral agreements with Türkiye and various African partners. Tunisia has been in negotiations for an EU DCFTA deepening the Association Agreement.

Some product categories require additional clearance. The Direction de la Pharmacie et du Médicament regulates pharmaceuticals. INNORPI (Institut National de la Normalisation et de la Propriété Industrielle) administers conformity assessment for regulated products. INSTM handles fisheries. The Ministry of Agriculture handles SPS.

Tunisia's export economy focuses on machinery, olive oil, phosphates and derivatives, textiles/apparel (under EU preferences), and electrical equipment. Substantial commercial-import flows include vehicles, machinery, chemicals, food, medicine, and consumer goods.

Currency declarations are required above TND 25,000 equivalent on entry or exit. Tunisian residents face foreign-exchange controls administered by the Banque Centrale de Tunisie.

Some categories are enforced: cultural and archaeological artifacts (extensive protection of Carthaginian and Roman-era heritage), CITES products, drugs and narcotics.

Postal-import handling is via La Poste Tunisienne. Above the de minimis, VAT and duty are collected on delivery.
