Overview

Senegal's customs administration is the Direction Générale des Douanes, a federal directorate under the Ministry of Finance and Budget. Operations run at Dakar Blaise Diagne International Airport (DSS) and Cap Skirring (CSK); the Atlantic port of Dakar (the country's principal container gateway and a major West African hub, particularly for landlocked Mali); and land border crossings with Mauritania, Mali, Guinea, Guinea-Bissau, and Gambia.

Arriving travellers complete the Senegalese customs declaration. The personal allowance is goods up to CFA 200,000 (~USD 330), plus 1 litre of alcohol and 200 cigarettes. Foreign nationals from many countries enter visa-free for tourism (typically 90 days).

For commercial imports, DGD operates ORBUS, the electronic single-window customs declaration platform integrating OGA filings. Cotecna provides pre-shipment inspection for most commercial goods — a substantial administrative requirement. Importers register with the Ministry of Commerce and file electronic declarations.

Senegal is a member of the West African Economic and Monetary Union (WAEMU/UEMOA) with 7 other member states sharing the CFA franc currency, and applies the ECOWAS Common External Tariff (5% baseline, 20% peak) plus VAT at 18% at import, and various additional charges (Special Tax, Statistical Fee 1%).

Tariff policy applies preferential rates under UEMOA (0% for intra-UEMOA), ECOWAS TLS, AfCFTA (2024 operational), EU-ECOWAS Interim EPA, and AGOA. Senegal is a WTO member.

Some product categories require additional clearance. DPM (Direction de la Pharmacie et du Médicament) regulates pharmaceuticals. ASN (Agence Sénégalaise de Normalisation) administers conformity assessment. The Ministry of Agriculture handles SPS.

Senegal's export economy focuses on fish and seafood, phosphates, groundnuts, and increasingly petroleum (offshore Sangomar field, coming online 2024-2025) and gas (Grand Tortue Ahmeyim field with Mauritania). Substantial commercial-import flows include food, vehicles, machinery, and consumer goods.

Currency declarations are required above CFA 5 million equivalent (~USD 8,300) on entry or exit for the CFA zone.

Some categories are enforced: cultural artifacts, CITES products (particularly ivory and pangolin — Senegal is a substantial West African wildlife-trafficking transit country), drugs and narcotics.

Postal-import handling is via La Poste. Above the de minimis, VAT and duty are collected on delivery.

Prescription-medication carriage follows a personal-use framework: prescribed medication accompanied by the prescription is generally accepted; controlled drugs require DPM advance authorisation.

Recent regulatory changes include the operationalisation of the AfCFTA, the ongoing offshore hydrocarbon-sector development affecting equipment imports, the modernisation of ORBUS single-window, and continuing EU-ECOWAS EPA ratification progress.

Frequently asked questions

How much alcohol can I bring into Senegal duty-free?

Travellers arriving in Senegal may bring 1 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Travelers aged 18+ may bring 1 L spirits + 200 cigarettes / 50 cigars duty-free. Personal goods up to USD 500.

How many cigarettes can I bring into Senegal?

200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.

Do I need to declare cash entering Senegal?

Yes. Cash and equivalent bearer instruments above USD 10000 (USD) must be declared on arrival.

What is Senegal's de minimis import threshold?

Commercial parcels assessed at value. ECOWAS Common External Tariff: 0% essentials / 5% raw materials / 10% intermediate / 20% finished / 35% specific consumer goods. 18% TVA on top.

Is VAT or GST charged on imports into Senegal?

TVA 18% standard. Applied to imports plus customs duty per ECOWAS Common External Tariff. Special Tax on luxuries; Statistical Fee 1%.

Can I bring prescription medication into Senegal?

Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Direction Générale des Douanes du Sénégal for your specific medicine.

Can I send gifts by post to Senegal?

Gifts are accepted by post but are still subject to Senegal's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 — undervaluation is treated as fraud.

What documents do I need to import commercially into Senegal?

A customs declaration filed with Direction Générale des Douanes du Sénégal, a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.

What happens at Senegal's red and green channels?

The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.

What items are prohibited in Senegal?

Narcotics; Counterfeit goods; CITES-listed species. See the full prohibited list on this page.

What items are restricted into Senegal?

Firearms (Ministry of Interior permit); Pharmaceuticals; Wildlife products. Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.

How do I declare goods on arrival in Senegal?

Use the red channel at the airport. Most ports of entry into Senegal accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.

Can I bring food into Senegal?

Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Direction Générale des Douanes du Sénégal's agricultural / biosecurity authority before bringing food.

Can I bring vape devices or e-cigarettes into Senegal?

Vape rules are changing fast worldwide; Senegal may have specific restrictions, age limits, or outright bans. Verify on the current Direction Générale des Douanes du Sénégal guidance before travel — bans have grown markedly since 2023.

Can I bring medicines containing controlled substances into Senegal?

Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Senegal's health authority before travel.

Are duty-free purchases on arrival counted in my allowance?

Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.

What happens if a parcel arrives over Senegal's de minimis?

Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.

Can I refuse to pay duties and return a parcel?

Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Senegal.

How long does customs clearance take in Senegal?

Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.

Who do I contact if my parcel is held by Senegal customs?

Your carrier (DHL, FedEx, UPS, postal operator) is the first contact — they handle clearance on your behalf. If you need to deal directly with the authority, contact Direction Générale des Douanes du Sénégal via the contact route on their official site.

What are common customs scams to watch for in Senegal?

Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.

Verify against Direction Générale des Douanes du Sénégal before acting on any answer. Customs rules change frequently.
