Overview

Iceland's customs administration is Skatturinn (Iceland Revenue and Customs), the unified tax and customs authority under the Ministry of Finance and Economic Affairs. Operations run at Keflavík International Airport (KEF, the country's principal air gateway), Reykjavík City Airport (RKV, primarily domestic), and Akureyri (AEY, for smaller international traffic); the port of Reykjavík (the country's principal container gateway) and smaller commercial ports at Hafnarfjörður, Grundartangi (aluminium-industry port), and Reyðarfjörður.

Iceland is a member of EFTA and the European Economic Area (EEA) Agreement, giving Iceland the four EU freedoms (goods, services, capital, persons) with the EU while operating an independent customs administration. Iceland is a Schengen state.

Arriving travellers complete the Skatturinn customs declaration. The personal allowance is goods up to ISK 88,000 (~USD 630) per adult, plus limited alcohol allowances (differentiated by content: e.g. 1 litre spirits + 6 litres beer, or equivalent) and 200 cigarettes. Iceland's alcohol policy is distinctive: Vínbúð (state alcohol monopoly, part of ÁTVR) operates alcohol retail sales.

Above the threshold, VSK (VAT) at 24% standard, 11% reduced (food, books, hotels, media subscriptions) and customs duty apply.

For commercial imports, Skatturinn operates the VEF-Tollskýrsla electronic customs declaration platform. Importers register with Skatturinn and file electronic declarations. Iceland applies customs duty at 0% on most industrial goods from EU/EEA under the EEA framework, with the standard Icelandic tariff applied to third-country origins. Agricultural products face substantial tariff protection.

Tariff policy: Iceland is an EFTA member alongside Norway, Liechtenstein, and Switzerland. Iceland has extensive EFTA-negotiated FTAs with 30+ trade partners globally.

Some product categories require additional clearance. Lyfjastofnun (Icelandic Medicines Agency) regulates pharmaceuticals. MAST (Icelandic Food and Veterinary Authority) handles food, SPS controls, and animal health. Póst- og fjarskiptastofnun (PFS) type-approves radio equipment.

Iceland's export economy is dominated by fisheries (Iceland is one of the world's most fisheries-intensive economies per capita), aluminium smelting (Rio Tinto Alcan Iceland, Alcoa Fjarðaál, Century Aluminum), and tourism-related services. Significant renewable-energy (geothermal and hydroelectric) supports the aluminium sector's electricity-intensive smelting operations.

Currency declarations are required above EUR 10,000 equivalent on entry or exit.

Some categories are enforced: cultural artifacts (Norse/Viking heritage receives strict protection), CITES products, drugs and narcotics.

Iceland's biosecurity — as an isolated island nation — is notably strict for meat, dairy, and plant products. Personal imports of meat and dairy from non-EEA/EFTA countries are restricted; imports from Nordic partners have specific arrangements.

Personal-import de minimis for postal parcels is ISK 1,500 below which no duty applies.

Postal-import handling is via Íslandspóstur (Íslandspóstur). Above the de minimis, VAT and duty are collected on delivery.

Prescription medications follow the standard EEA framework: personal-use medications accepted with the prescription; controlled drugs require Lyfjastofnun advance authorisation.

Recent regulatory changes include continued modernisation of VEF-Tollskýrsla, ongoing tourism-driven customs volume growth at Keflavík, and continued Iceland-EU alignment through the EEA framework.

Frequently asked questions

How much alcohol can I bring into Iceland duty-free?

Travellers arriving in Iceland may bring 1 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Travelers aged 20+ may bring 1 L spirits + 6 L beer + 200 cigarettes / 250 g loose duty-free. Personal goods up to ISK 88,000 (≈USD 660). Iceland strictly enforces alcohol-import limits.

How many cigarettes can I bring into Iceland?

200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.

Do I need to declare cash entering Iceland?

Yes. Cash and equivalent bearer instruments above USD 10000 (ISK) must be declared on arrival.

What is Iceland's de minimis import threshold?

1500 ISK. Personal-import parcels under ISK 1,500 (≈USD 11) duty-free; above attracts customs + 24% VSK + handling fee. Iceland uses VOEC-equivalent scheme for foreign e-commerce sellers.

Is VAT or GST charged on imports into Iceland?

VSK 24% standard; 11% reduced (food, books, hotels, media subscriptions). Outside EU; imports from EU clear under EEA agreement. Personal-import de minimis ISK 1,500.

Can I bring prescription medication into Iceland?

Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Iceland Revenue and Customs (Skatturinn) for your specific medicine.

Can I send gifts by post to Iceland?

Gifts are accepted by post but are still subject to Iceland's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 — undervaluation is treated as fraud.

What documents do I need to import commercially into Iceland?

A customs declaration filed with Iceland Revenue and Customs (Skatturinn), a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.

What happens at Iceland's red and green channels?

The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.

What items are prohibited in Iceland?

Narcotics; Counterfeit goods; CITES-listed species. See the full prohibited list on this page.

What items are restricted into Iceland?

Firearms (national police permit); Pharmaceuticals (Lyfjastofnun permit); Live animals (MAST cert with multi-month preparation similar to UK). Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.

How do I declare goods on arrival in Iceland?

Use the red channel at the airport. Most ports of entry into Iceland accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.

Can I bring food into Iceland?

Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Iceland Revenue and Customs (Skatturinn)'s agricultural / biosecurity authority before bringing food.

Can I bring vape devices or e-cigarettes into Iceland?

Vape rules are changing fast worldwide; Iceland may have specific restrictions, age limits, or outright bans. Verify on the current Iceland Revenue and Customs (Skatturinn) guidance before travel — bans have grown markedly since 2023.

Can I bring medicines containing controlled substances into Iceland?

Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Iceland's health authority before travel.

Are duty-free purchases on arrival counted in my allowance?

Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.

What happens if a parcel arrives over Iceland's de minimis?

Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.

Can I refuse to pay duties and return a parcel?

Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Iceland.

How long does customs clearance take in Iceland?

Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.

Who do I contact if my parcel is held by Iceland customs?

Your carrier (DHL, FedEx, UPS, postal operator) is the first contact — they handle clearance on your behalf. If you need to deal directly with the authority, contact Iceland Revenue and Customs (Skatturinn) via the contact route on their official site.

What are common customs scams to watch for in Iceland?

Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.

Verify against Iceland Revenue and Customs (Skatturinn) before acting on any answer. Customs rules change frequently.
