Overview

Cuba's customs administration is the Aduana General de la República de Cuba (AGR), a federal agency under the Ministry of Finance and Prices. Operations run at Havana José Martí (HAV), Varadero (VRA), Holguín (HOG), Santiago de Cuba (SCU), Cayo Coco (CCC), and other international airports; and the ports of Havana, Mariel (site of the Mariel Special Development Zone, ZEDM), Santiago de Cuba, and Cienfuegos.

Cuba is under substantial US embargo since 1962 (originally an economic-embargo executive order, later codified as the Helms-Burton Act 1996), which restricts most US trade with Cuba. Non-US countries operate with Cuba under normal international trade rules subject to US secondary-sanctions risk in some categories.

Arriving travellers complete the D'Viajeros digital pre-arrival declaration. The personal allowance for tourists is up to USD 1,000 in goods per adult, plus 1 litre of alcohol and 200 cigarettes. Returning Cuban residents have specific per-year allowances substantially higher than tourist limits.

Foreign nationals from most countries require the Cuban Tourist Card (Tarjeta del Turista) — typically included in flight ticket prices — or a traditional visa.

For commercial imports, AGR operates electronic customs declaration systems. Importation into Cuba is substantially state-managed, with the state-owned enterprises (particularly CIMEX, Habaguanex, and various sectoral entities) holding most commercial-import monopolies.

Cuba's import-duty structure applies MFN per the Cuban tariff and VAT at 10% (introduced as part of 2021 monetary reform). Cuban currency reform in 2021 unified the earlier dual-currency system (peso convertible / peso cubano).

Tariff policy: Cuba is a party to ALBA-TCP (Alianza Bolivariana para los Pueblos de Nuestra América), the Cuba-CARICOM Trade Agreement, and bilateral arrangements with China, Russia, and Venezuela particularly. Cuba is a WTO member.

Some product categories require additional clearance. CECMED (Centre for State Control of Medicines, Equipment and Medical Devices) regulates pharmaceuticals. The Ministry of Agriculture handles SPS.

Currency declarations are required above USD 5,000 equivalent on entry or exit.

Some categories are strictly enforced: - Cultural artifacts — extensive export prohibition on Cuban cultural property. - Cigars for personal use — significant tourist volumes carried out; some destinations impose personal-import limits. - Political publications critical of the state — restricted. - Drugs and narcotics — severe penalties.

Postal-import handling is via Correos de Cuba. Above the de minimis, VAT and duty are collected on delivery.

Prescription-medication carriage follows a personal-use framework: prescribed medication accompanied by the prescription is generally accepted for personal-use quantities; the ongoing medicine-shortage situation makes personal-import carriage particularly relevant for expatriate and returnee traffic.

Recent regulatory changes include the currency reform of 2021, the continuing evolution of US-Cuba trade policy under successive US administrations, the operationalisation of the Mariel Special Development Zone, and progressive economic liberalisation of certain private-sector import categories.

Frequently asked questions

How much alcohol can I bring into Cuba duty-free?

Travellers arriving in Cuba may bring 2 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Travelers may bring 2 L of alcohol, 200 cigarettes / 50 cigars duty-free. Personal goods up to USD 1,000 of which USD 500 is duty-free; the next USD 500 attracts a flat 100% rate. Major restrictions on electronics — separate annual import limit applies.

How many cigarettes can I bring into Cuba?

200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.

Do I need to declare cash entering Cuba?

Yes. Cash and equivalent bearer instruments above USD 5000 (USD) must be declared on arrival.

What is Cuba's de minimis import threshold?

Commercial parcels assessed at value. Cuba does not apply a personal-import duty-free threshold for most parcels. US OFAC sanctions restrict commercial trade for US persons; non-US persons can ship freely under their respective home-country export rules.

Is VAT or GST charged on imports into Cuba?

VAT 10% standard (introduced as part of 2021 monetary reform). State-managed import system limits commercial imports; personal-import allowance USD 1,000 per traveller (twice yearly). US embargo restricts most US-Cuba trade.

Can I bring prescription medication into Cuba?

Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Aduana General de la República (AGR) for your specific medicine.

Can I send gifts by post to Cuba?

Gifts are accepted by post but are still subject to Cuba's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 — undervaluation is treated as fraud.

What documents do I need to import commercially into Cuba?

A customs declaration filed with Aduana General de la República (AGR), a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.

What happens at Cuba's red and green channels?

The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.

What items are prohibited in Cuba?

Narcotics; Pornographic material; Counterfeit goods. See the full prohibited list on this page.

What items are restricted into Cuba?

Electronics over personal-effects limits (1 phone, 1 laptop, 1 camera per traveler); Pharmaceuticals (commercial quantities); Currency over USD 5,000. Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.

How do I declare goods on arrival in Cuba?

Use the red channel at the airport. Most ports of entry into Cuba accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.

Can I bring food into Cuba?

Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Aduana General de la República (AGR)'s agricultural / biosecurity authority before bringing food.

Can I bring vape devices or e-cigarettes into Cuba?

Vape rules are changing fast worldwide; Cuba may have specific restrictions, age limits, or outright bans. Verify on the current Aduana General de la República (AGR) guidance before travel — bans have grown markedly since 2023.

Can I bring medicines containing controlled substances into Cuba?

Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Cuba's health authority before travel.

Are duty-free purchases on arrival counted in my allowance?

Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.

What happens if a parcel arrives over Cuba's de minimis?

Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.

Can I refuse to pay duties and return a parcel?

Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Cuba.

How long does customs clearance take in Cuba?

Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.

Who do I contact if my parcel is held by Cuba customs?

Your carrier (DHL, FedEx, UPS, postal operator) is the first contact — they handle clearance on your behalf. If you need to deal directly with the authority, contact Aduana General de la República (AGR) via the contact route on their official site.

What are common customs scams to watch for in Cuba?

Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.

Verify against Aduana General de la República (AGR) before acting on any answer. Customs rules change frequently.
