Singapore bans all vaping products under the Tobacco (Control of Advertisements and Sale) Act. Importing, possessing, or using e-cigarettes is illegal. First-time offenders face fines up to SGD 2,000. Repeat offenders can be fined up to SGD 10,000 or imprisoned. Singapore Customs actively screens passengers and parcels. The ban covers devices, e-liquids, and all vaping accessories regardless of nicotine content.

At the airport

  1. STEP 1Vaping devices are completely banned in Singapore. If you arrive with one, you must declare it at the Red Channel at Changi Airport customs.
  2. STEP 2Hand over the device and any e-liquid to the Singapore Customs officer. Do not attempt to conceal items — HSA enforcement is active.
  3. STEP 3Expect a fine of up to SGD 2,000 for a first offence or up to SGD 10,000 for repeat offences. The officer will issue a Notice of Penalty.
  4. STEP 4If you are held for further questioning, contact the Singapore Customs helpline (+65 6355 2000) or your country's embassy.

TRANSIT EXCEPTION

Not permitted even in transit. Singapore's Tobacco (Control of Advertisements and Sale) Act does not distinguish between import and transit possession. Passengers transiting through Changi Airport in possession of vaping devices may be charged even if they do not clear immigration. Transit is not a safe harbour.
