Brazil's health regulator ANVISA maintained its comprehensive ban on sale, import, advertising, and transport of electronic smoking devices via RDC 855/2024, which replaced and strengthened the original 2009 rule. Import even for personal use is prohibited — ANVISA agents and Receita Federal customs seize vape devices, cartridges, and e-liquids at São Paulo (GRU), Rio (GIG), and Brasília (BSB). Enforcement intensified after September 2024; several high-profile seizures reported at international arrivals. Administrative fines up to BRL 1.5 million apply commercially; for travelers, devices are seized without criminal charge in most cases.

Available. ANVISA-prohibited vaping products may be surrendered at the Green/Red Channel at Guarulhos or GIG. Written abandonment request submitted to Receita Federal officer. Destruction handled by Receita Federal. No fine if surrendered proactively.
For air travelers: USD $1,000 duty-free in general goods (raised from $500 in 2023); for land/maritime travelers: USD $500. Alcohol: 12 units (bottles/cans) of alcoholic beverages. Tobacco: 200 cigarettes or 25 cigars or 250g tobacco. Goods over the duty-free limit are taxed at a flat 50% rate (simplified tariff for personal goods).
Do not carry, post, or import e-cigarettes, pods, or e-liquid into Brazil. Receita Federal screens for vape devices at all ports of entry; seizure plus statutory penalty applies. If discovered already in country, surrender the device at the customs Red Channel and depart promptly.
