Malaysia has not banned vaping but the regulatory framework is evolving. Vape devices are legal. Nicotine-containing e-liquids exist in a regulatory gray area — they are widely available but not officially approved by the Ministry of Health. Travelers can bring personal vaping devices. Enforcement in Malaysia carries fines from MYR 500 to MYR 100,000 under Customs Act 1967 s.135 (false declaration); Sales Tax Act 2018 (ordinary personal cases are handled as civil infringements). Leaving Malaysia with vape / e-cigarette is a separate question — allowed: Vape devices and personal e-cigarette hardware may generally be exported from Malaysia freely, though many destinations prohibit import.

Personal-use vape devices are generally free to export from Malaysia. However, many destinations (Thailand, Singapore, Cambodia, Laos, Taiwan, Vietnam, India in commercial quantities) prohibit or heavily restrict vape import — verify destination-side rules. Lithium-battery-powered devices should be carried in cabin baggage per IATA DGR.
Available. Malaysia Customs (Kastam) accept voluntary surrender at port of entry. Submit written abandonment request. Receipt issued. Nicotine vaping products ≥20 mg/mL are restricted — surrender is standard officer practice.
Travellers' relief: wine, spirits, beer or malt liquor not exceeding 1 L in total; new apparel up to 3 pieces; food preparations up to RM150; all other goods up to RM500 in total value — cigarettes, tobacco products, e-cigarettes and vaping liquids are excluded from the relief. Goods from the Labuan, Langkawi and Tioman duty-free islands follow separate rules.
Vaping is common in Malaysia. Bring personal devices and liquid without issue, but regulations are changing — check current status before travel.
