Mexico's Presidential Decree of 31 May 2022 prohibits the import, distribution, and sale of electronic nicotine and non-nicotine delivery systems (vapes, pods, disposables). Personal-use import by travelers is banned and goods found on entry are seized. COFEPRIS enforces at SAT-designated ports of entry. Penalties include administrative fines and potential customs violations.

Available. Cofepris-prohibited vaping products may be voluntarily surrendered to SAT customs officers. Declare at Red Channel. Written receipt issued. No administrative fine if surrendered prior to secondary inspection.
For air travelers: USD $500 duty-free in personal goods (excluding alcohol and tobacco). Alcohol: 3L per adult. Tobacco: 200 cigarettes or 25 cigars or 200g tobacco. For land border crossings: USD $75 duty-free. Goods above the limit are taxed at a simplified 16% rate plus VAT.
Carry the device in carry-on (never checked baggage — lithium battery rule). Quantities above the personal-use threshold for Mexico must be declared to SAT Aduanas with proof of purchase; e-liquid containers obey the standard 100 ml carry-on liquid rule.
