Overview

Portugal's customs administration is the Autoridade Tributária e Aduaneira (AT), the federal tax and customs authority under the Ministry of Finance. AT operates at all Portuguese international airports (Lisbon LIS, Porto OPO, Faro FAO, Funchal FNC in Madeira, Ponta Delgada PDL in the Azores), the Atlantic ports of Sines (Portugal's largest container port), Lisbon, Leixões (Porto), and inland customs offices.

Portugal is a member of the EU customs union and applies the Union Customs Code (UCC) and EU CN8 tariff schedule. Returning EU travellers benefit from free circulation of EU-origin goods. Arrivals from outside the EU face the standard EU allowance: goods up to EUR 430 (air/sea) or EUR 300 (land/rail), plus the standard alcohol and tobacco allowances. Above the threshold, Portuguese IVA (23% standard mainland, 22% Madeira, 16% Azores; reduced 13% intermediate, 6% super-reduced on essentials) and EU CN8 customs duty apply.

Portugal is a Schengen state; intra-Schengen travel does not require passport control. ETIAS launches for non-EU visa-exempt visitors from 2026.

For commercial imports, AT operates the STADA-Importação electronic import declaration through the AT customs portal. Portugal has implemented the EU Single Window Environment for Customs. Importers need an EU EORI beginning with PT. Portuguese IVA at import is 23% on the mainland, with the reduced rates in Madeira and Azores.

Portugal has a substantial Portuguese-speaking Latin American and African trade network — significant commercial-import and postal-remittance flows from Brazil, Angola, Mozambique, Cape Verde, and other Lusophone partners. Sines is one of the deepest natural harbours in the Western Mediterranean and has become a growing container hub as ships increasingly seek deeper approaches.

For ecommerce parcels, Portugal applies the EU IOSS regime for ≤EUR 150 shipments. CTT (Correios de Portugal) is the dominant terminal carrier; DHL, GLS, DPD operate the road-based parcel network.

Some product categories require additional clearance. INFARMED (Autoridade Nacional do Medicamento e Produtos de Saúde) regulates pharmaceuticals. DGAV handles animal SPS. DGAV and DGV handle plant SPS. ANACOM type-approves radio equipment. CITES permits are issued through the National Institute for Nature Conservation.

Portuguese wine and cork exports operate under EU geographical-indication framework. The Port wine designation particularly requires source verification. Portuguese olive oil benefits from PDO/PGI protection.

Currency declarations are required above EUR 10,000 equivalent on entry or exit.

Portugal applies the standard EU pharmaceutical-import framework: personal-use medications accepted with the prescription; controlled drugs require the Schengen Convention Annex 75 certificate. Portugal has notably permissive drug policy for possession (all drugs decriminalised for personal-use quantities since 2001); however, cross-border drug carriage remains prohibited under EU-wide framework.
