Saudi Arabia lifted its ban on e-cigarettes and vaping products in 2021 following a regulatory review by the Ministry of Health and the Saudi Food and Drug Authority (SFDA). Vaping products are now legal for adults but subject to significant restrictions: they are taxed at 100% under the Kingdom's selective goods excise tax framework (Royal Decree A/86, 2017), must comply with SFDA technical specifications for nicotine content and device standards, and cannot be sold to minors. Travellers may bring personal-use quantities. Sale and advertising restrictions remain; commercial importation requires SFDA product registration.
