Philippines legalized and regulated vaping under the Vaporized Nicotine Products Regulation Act (RA 11900, 2022). Minimum age 18. Nicotine concentration limited. Travelers can bring personal devices. Sale of flavored products restricted in some contexts.
Available. BOC (Bureau of Customs) Philippines accepts voluntary abandonment. Present at declaration counter and fill BOC Form 2-00 (Abandonment Form). Item destroyed. No seizure penalty for proactive disclosure.
Duty-free: 2L alcohol, 400 cigarettes or 50 cigars or 250g tobacco per adult. Balikbayan boxes (large boxes sent by overseas Filipinos) valued at PHP 150,000 (~USD $2,700) or less are exempt from duties and taxes (once per year per sender). Arriving passengers may bring in PHP 10,000 (~USD $175) in general goods duty-free.
Carry the device in carry-on (never checked baggage — lithium battery rule). Quantities above the personal-use threshold for Philippines must be declared to Bureau of Customs with proof of purchase; e-liquid containers obey the standard 100 ml carry-on liquid rule.
