Can I bring Vape / E-Cigarette into Canada?
Legal but nicotine vapes regulated as tobacco
Full details
Canada regulates nicotine vaping products under the Tobacco and Vaping Products Act. Nicotine concentration up to 20mg/ml (reduced from 66mg/ml in 2021). Flavored vapes restricted in some provinces. Travelers may bring personal devices and reasonable e-liquid quantities. Enforcement in Canada carries fines from CAD 500 to CAD 5,000 under Customs Act R.S.C. 1985 c.1 s.12, s.153 (ordinary personal cases are handled as civil infringements). Leaving Canada with vape / e-cigarette is a separate question — allowed: Vape devices and personal e-cigarette hardware may generally be exported from Canada freely, though many destinations prohibit import.
PENALTIES
- Fine: 500–5000 CAD
- Civil penalty only
Rare — Enforcement reported rarely.
Leaving Canada with vape / e-cigarette
Vape devices, personal e-cigarette hardware, and nicotine-containing e-liquids are generally free to export from Canada at personal-use quantities. However, many destinations (Thailand, Singapore, Cambodia, Laos, India in commercial quantities, and others) prohibit or heavily restrict vape import — always verify the destination-side rules before travel. Lithium-battery-powered devices should be carried in cabin baggage per IATA DGR (never in checked baggage).
After 48 hours abroad: CAN$800 of goods duty- and tax-free, with 1.14 L spirits or 1.5 L wine or 8.5 L beer, and 200 cigarettes, 50 cigars, 200 g manufactured tobacco and 200 tobacco sticks (18+). After 24 hours: CAN$200 of goods only. USD equivalent approximate.
Declare vape / e-cigarette at customs on arrival in Canada and carry any documentation specified in the rule. Verify current requirements with Canada Border Services Agency (CBSA) before travel.
