Spain classifies pepper spray and other lachrymatory or irritant sprays as prohibited weapons under Real Decreto 137/1993 de Reglamento de Armas (Weapons Regulation). Article 4 of the Reglamento de Armas lists prohibited weapons that cannot be possessed by civilians without a specific authorisation. Importing or carrying pepper spray without authorisation from the Guardia Civil Intervención de Armas y Explosivos (GIAE) constitutes a criminal or serious administrative offence under Ley Orgánica 4/2015 (citizen security law). Airport security and customs actively confiscate devices.
