Pepper spray is classified as a prohibited weapon for civilians in Spain and may not be imported or carried.

Details

Spain classifies pepper spray and other lachrymatory or irritant sprays as prohibited weapons under Real Decreto 137/1993 de Reglamento de Armas (Weapons Regulation). Article 4 of the Reglamento de Armas lists prohibited weapons that cannot be possessed by civilians without a specific authorisation. Importing or carrying pepper spray without authorisation from the Guardia Civil Intervención de Armas y Explosivos (GIAE) constitutes a criminal or serious administrative offence under Ley Orgánica 4/2015 (citizen security law). Airport security and customs actively confiscate devices.

Practical advice

Do not pack pepper spray in carry-on or checked luggage for Spain. It will be confiscated at airport security or by customs. Personal alarms are a legal alternative.
