Saudi Arabia requires all travellers to declare cash, bearer instruments, and monetary equivalents exceeding SAR 60,000 (approximately USD 16,000) at the time of entry or departure under the Anti-Money Laundering Law (Royal Decree M/39, 2003 as amended) and ZATCA customs procedures. The Saudi Central Bank (SAMA) supervises financial reporting requirements. Undeclared amounts above the threshold may be seized, and the traveller may face investigation under anti-money-laundering statutes. Both arrivals and departures are subject to the same reporting obligation.
Leaving Saudi Arabia with cash / currency
Under ZATCA (Zakat, Tax and Customs Authority) regulations and Saudi Anti-Money Laundering Law, travellers must declare cash, bearer instruments, or precious metals worth SAR 60,000 or more on departure. A currency declaration form is completed and submitted to ZATCA at the departure port of entry. Saudi Arabia is a FATF member and applies Recommendation 32 on cross-border cash movement. Failure to declare carries confiscation and fines under ZATCA enforcement powers.
