Malaysia's Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act (AMLATFPUAA) requires declaration of cash or bearer monetary instruments equivalent to USD 10,000+ on arrival or departure. Non-declaration is an offence under Section 28 of AMLATFPUAA with fines up to RM 3 million or up to 5 years imprisonment. Use Form FMCD-2 at customs.

Leaving Malaysia with cash / currency
Under Malaysia's Financial Services Act 2013 and BNM Exchange Control Notices, travellers must declare MYR 10,000 or USD 10,000 equivalent in any currency on departure. Malaysian Ringgit export above MYR 10,000 requires BNM Authorised Dealer approval. Foreign currency export above USD 50,000 equivalent requires formal exchange control permission from BNM. Penalties: fines up to MYR 5 million and/or 5 years imprisonment under Financial Services Act 2013 s. 214.

Declare cash or monetary instruments worth USD 10,000 or more (or MYR equivalent) to Royal Malaysian Customs on arrival or departure via the BC1 currency declaration form. Undeclared amounts above the threshold are seized; the AMLA penalty is up to MYR 1 million and 5 years imprisonment.
