Hong Kong levies excise duty only on spirits with alcohol content over 30% ABV, at HKD 100 per litre plus an ad valorem 100% above duty-paid value. Wine, beer, and spirits below 30% are duty-free. Travelers aged 18+ may import 1 litre of high-strength spirits duty-free; quantities above must be declared at the Red Channel. Commercial quantities trigger Type-7 Liquor Importer Licence requirement.

Hong Kong has very limited duty-free allowances. Tobacco: 19 cigarettes (approximately one pack), 1 cigar, or 25g of other tobacco per person.
