On the customs side Norwegian Customs (Tolletaten) treats it as an ordinary parcel: an accurate CN22/CN23 declaration is required, import VAT/GST at 25% applies above the exemption threshold, plus duty on above-threshold consignments. Norway abolished its NOK 350 personal-import duty-free threshold in April 2020. All commercial parcels attract 25% MVA + customs duty. VOEC scheme requires foreign sellers to register and collect VAT for parcels under NOK 3,000. Norway collects VAT from the first krone on foreign shipments — foreign shops registered under the VOEC scheme collect it at checkout for goods under NOK 3,000, otherwise the carrier collects VAT plus a fee on arrival.
