Can I bring Seeds & Plants into Germany?
EU phytosanitary rules apply
Full details
Germany follows EU Plant Health Regulation 2016/2031: most seeds and live plants from non-EU countries require a phytosanitary certificate issued by the origin country's plant-protection authority. Limited personal-quantity exemption: up to 5 packets of vegetable / flower seeds for personal sowing and one bouquet of cut flowers may enter without certification. Plants in soil are categorically prohibited from non-EU origins.
Occasional — Enforcement reported intermittently.
Check EU phytosanitary requirements for your specific seed types before travel.
