Japan's Plant Protection Act requires phytosanitary inspection on all imported seeds and live plants; personal travelers must declare any plant material to Quarantine Officers at Narita / Kansai / Haneda. Approved-country sterilised packaged retail seeds may pass with declaration; soil-attached plants and seeds from unapproved countries are prohibited. Failure to declare plant material is an offence under MAFF rules.
