Germany follows EU Plant Health Regulation 2016/2031: most seeds and live plants from non-EU countries require a phytosanitary certificate issued by the origin country's plant-protection authority. Limited personal-quantity exemption: up to 5 packets of vegetable / flower seeds for personal sowing and one bouquet of cut flowers may enter without certification.
