The UAE Telecommunications and Digital Government Regulatory Authority (TDRA) prohibits import and use of satellite phones without prior approval. Thuraya (UAE-based) devices may be an exception. Unauthorized satellite phones are confiscated at customs and criminal penalties may apply.

Permitted in transit. UAE Telecommunications Regulatory Authority (TRA) restrictions on satellite phones apply to persons entering and using devices within UAE territory. Transit passengers who do not clear immigration and keep the device in checked baggage or in carry-on (switched off) are generally not subject to TRA enforcement.
Do not bring satellite phones to the UAE without TDRA authorization. Thuraya devices are the only commonly accepted exception.
