Thailand requires satellite phones to be registered with the National Broadcasting and Telecommunications Commission (NBTC). Unregistered devices may be confiscated. Registration is technically possible but the process is bureaucratic and rarely pursued by short-term visitors.
Contact NBTC before travel if you must bring a satellite phone. Most visitors use local SIM cards instead.
