Import prohibited without TRA license

Details

The UAE Telecommunications and Digital Government Regulatory Authority (TDRA) prohibits import and use of satellite phones without prior approval. Thuraya (UAE-based) devices may be an exception. Unauthorized satellite phones are confiscated at customs and criminal penalties may apply. Enforcement in United Arab Emirates carries fines from AED 50,000 to AED 500,000 and imprisonment up to 10 years in aggravated cases under Federal Customs Law No. 1 of 2003; Federal Law No. 14 of 1995 on Narcotics. Leaving United Arab Emirates with satellite phone is a separate question — restricted: Satellite phones and personal radio transmitters may face export controls from United Arab Emirates for dual-use technology reasons.

Transit

Transit permitted. UAE Telecommunications Regulatory Authority (TRA) restrictions on satellite phones apply to persons entering and using devices within UAE territory. Transit passengers who do not clear immigration and keep the device in checked baggage or in carry-on (switched off) are generally not subject to TRA enforcement.

Practical advice
