Full details
Pepper Spray is prohibited for travelers entering Belgium. Federal Public Service Finance — General Administration of Customs and Excise screens baggage at all ports of entry; the item is seized regardless of quantity, and depending on item class (narcotic / weapon / counterfeit / cultural-heritage), the traveler may face administrative or criminal penalty under the destination's controlled-substances / customs act. EU customs harmonisation and EU Regulation 608/2013 IPR enforcement apply alongside national rules. Personal-import permit pathways exist for medication categories (see Federal Public Service Finance — General Administration of Customs and Excise guidance) but do not apply to most prohibited items.

Leaving Belgium with pepper spray
Belgium prohibits civilian possession of pepper spray and similar incapacitant sprays under its weapons legislation — possession itself is an offence, so there is no lawful personal-export pathway. Sprays found at airport screening are confiscated and can lead to prosecution. Travellers seeking personal-safety equipment should acquire a legal alternative (personal alarm) or purchase a legal spray at a destination where civilian possession is permitted.
Do not carry Pepper Spray into Belgium. If you arrive with the item by accident, surrender at the Red Channel for seizure-only treatment rather than walking the Green Channel — the latter is treated as deliberate smuggling. Contact Federal Public Service Finance — General Administration of Customs and Excise via https://finances.belgium.be/ for current personal-import policy if your situation is exceptional (medical / diplomatic).
This page covers destination customs rules in Belgium. Whether you can carry pepper spray through security, in carry-on, or in checked baggage depends on airline and screening rules — see air travel rules.
Pepper Spray is classified under Class 2.2 — Non-flammable, non-toxic gas. Cabin and checked-baggage rules apply on top of any destination regulation.
