Section 6 of Malaysia's Dangerous Drugs Act 1952 makes it an offence to possess cannabis, or the seeds of the plant, without authorisation. Royal Malaysian Customs at KUL / PEN / BKI screens arriving baggage; seeds are seized regardless of quantity or germination status. The penalty is a fine of up to RM20,000, imprisonment of up to five years, or both. Leaving Malaysia with cannabis seeds is a separate question — restricted: Cannabis seed export from Malaysia is generally prohibited or heavily restricted regardless of domestic hemp / cannabis legal status.

Section 6 names the seeds directly: possessing cannabis or the seeds of the plant without authorisation carries a fine of up to RM20,000, imprisonment of up to five years, or both.

Leaving Malaysia with cannabis seeds
Many jurisdictions treat viable cannabis seeds as controlled cannabis material under the Dangerous Drugs Act 1952 framework. Even where domestic hemp cultivation is legal, cross-border seed export typically requires origin-country export permit and destination import permit. CBD-strain seeds may face slightly lighter treatment.
