Malaysia's Dangerous Drugs Act 1952 classifies cannabis seeds (papaver and cannabis sativa) as a Class A drug. Royal Malaysian Customs at KUL / PEN / BKI screens arriving baggage; seeds are seized regardless of quantity or germination status. First-offence personal-quantity carriage carries a mandatory minimum 5-year prison term plus whipping under section 39A; commercial-quantity attracts the death penalty under section 39B.
