Overview

Sri Lanka's customs administration is the Sri Lanka Customs (ශ්‍රී ලංකා රේගුව / இலங்கை சுங்கம்), an agency of the Ministry of Finance. Operations run at Bandaranaike International Airport (Colombo CMB) and Mattala (HRI), the deep-sea port of Colombo — one of the largest container transshipment ports in South Asia — the ports of Hambantota and Trincomalee, and inland customs offices.

Arriving travellers complete the Sri Lanka Customs Passenger Declaration at airport kiosks. The personal allowance is goods up to LKR 100,000 (~USD 320), 1.5 litres of spirits and 2 litres of wine and beer, and 200 cigarettes.

Foreign nationals from most countries require the ETA (Electronic Travel Authorization) obtained online before travel; visa-on-arrival is available for selected nationalities.

For commercial imports, Sri Lanka Customs operates ASYCUDA World, the UNCTAD-developed electronic customs declaration platform used across a large number of developing economies. Importers file the CusDec (Customs Declaration) through ASYCUDA. The Sri Lanka Single Window is progressively unifying OGA filings.

Sri Lanka's import-duty structure applies MFN per the Sri Lankan tariff (typically 0-30%), VAT at 18% (raised from 15% in January 2024 as part of the IMF programme fiscal consolidation), Ports and Airports Development Levy (PAL) on selected products, CESS on selected commodity imports, and additional Import Fees.

Tariff policy: Sri Lanka is a party to SAFTA (South Asian Free Trade Area), Asia-Pacific Trade Agreement (APTA), Sri Lanka-Pakistan FTA, Sri Lanka-India FTA, Sri Lanka-Singapore FTA, and Sri Lanka-Thailand FTA. The EU GSP+ preferential access is a major driver of Sri Lankan exports to the EU (subject to human-rights conditionalities).

Some product categories require additional clearance. The National Medicines Regulatory Authority (NMRA) regulates pharmaceuticals. The National Cosmetics, Devices and Drugs Regulatory Authority (CDDA) handles medical devices. The Department of Import and Export Control administers licences for restricted categories. The Telecommunications Regulatory Commission (TRC) type-approves radio equipment.

Sri Lanka experienced a substantial economic crisis in 2022 with sovereign default and severe foreign-exchange shortages. Customs operations during 2022-2024 were substantially affected by import restrictions on non-essential goods. As of 2026, most restrictions have been lifted under the IMF-supported reform programme but some import categories remain subject to permits.

Currency declarations are required above USD 15,000 equivalent on entry or exit. Sri Lankan residents face foreign-exchange controls.

Some categories are strictly enforced: - Wildlife products — CITES enforcement particularly on ivory, seashells, coral. - Cultural artifacts — export of pre-1900 cultural heritage is prohibited. - Firearms and ammunition — strictly restricted. - Drugs and narcotics — severe penalties.

Postal-import handling is via Sri Lanka Post. Above the de minimis, VAT and duty are collected on delivery.

Prescription-medication carriage follows a personal-use framework: prescribed medication accompanied by the prescription is generally accepted for personal-use quantities; controlled drugs require advance NMRA authorisation.

Recent regulatory changes include the VAT rate increase to 18% (January 2024), the substantial removal of the 2022-2023 crisis-era import restrictions, ongoing implementation of the IMF Extended Fund Facility reforms affecting trade policy, continuing EU GSP+ preferential access, and progressive digitalisation of the customs single window.

Frequently asked questions

How much alcohol can I bring into Sri Lanka duty-free?

Travellers arriving in Sri Lanka may bring 2 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Travelers aged 18+ may bring 2 L alcohol + 200 cigarettes / 50 cigars duty-free. Personal goods up to USD 1,500. Returning resident allowance is higher under TR.

How many cigarettes can I bring into Sri Lanka?

200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.

Do I need to declare cash entering Sri Lanka?

Yes. Cash and equivalent bearer instruments above USD 10000 (USD) must be declared on arrival.

What is Sri Lanka's de minimis import threshold?

15000 LKR (~USD 50). Personal-import parcels under LKR 15,000 (≈USD 50) duty-free; above attracts customs (10-30%) + VAT (15%) + Port Levy + CESS.

Is VAT or GST charged on imports into Sri Lanka?

VAT 18% (raised from 15% in January 2024 as part of IMF programme fiscal consolidation). Applied to imports plus customs duty per Sri Lankan Tariff and PAL (Ports and Airports Levy) and CESS on selected commodities.

Can I bring prescription medication into Sri Lanka?

Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Sri Lanka Customs for your specific medicine.

Can I send gifts by post to Sri Lanka?

Gifts are accepted by post but are still subject to Sri Lanka's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 — undervaluation is treated as fraud.

What documents do I need to import commercially into Sri Lanka?

A customs declaration filed with Sri Lanka Customs, a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.

What happens at Sri Lanka's red and green channels?

The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.

What items are prohibited in Sri Lanka?

Narcotics; Counterfeit goods; CITES-listed species. See the full prohibited list on this page.

What items are restricted into Sri Lanka?

Firearms (police permit); Pharmaceuticals (NMRA permit); Currency over USD 10,000. Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.

How do I declare goods on arrival in Sri Lanka?

Use the red channel at the airport. Most ports of entry into Sri Lanka accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.

Can I bring food into Sri Lanka?

Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Sri Lanka Customs's agricultural / biosecurity authority before bringing food.

Can I bring vape devices or e-cigarettes into Sri Lanka?

Vape rules are changing fast worldwide; Sri Lanka may have specific restrictions, age limits, or outright bans. Verify on the current Sri Lanka Customs guidance before travel — bans have grown markedly since 2023.

Can I bring medicines containing controlled substances into Sri Lanka?

Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Sri Lanka's health authority before travel.

Are duty-free purchases on arrival counted in my allowance?

Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.

What happens if a parcel arrives over Sri Lanka's de minimis?

Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.

Can I refuse to pay duties and return a parcel?

Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Sri Lanka.

How long does customs clearance take in Sri Lanka?

Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.

Who do I contact if my parcel is held by Sri Lanka customs?

Your carrier (DHL, FedEx, UPS, postal operator) is the first contact — they handle clearance on your behalf. If you need to deal directly with the authority, contact Sri Lanka Customs via the contact route on their official site.

What are common customs scams to watch for in Sri Lanka?

Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.

Verify against Sri Lanka Customs before acting on any answer. Customs rules change frequently.
