Many jurisdictions treat viable cannabis seeds as controlled cannabis material under the Poisons, Opium and Dangerous Drugs Ordinance framework. Even where domestic hemp cultivation is legal, cross-border seed export typically requires origin-country export permit and destination import permit. CBD-strain seeds may face slightly lighter treatment.
