Cannabis seeds fall into an ambiguous cross-border category — many jurisdictions treat viable cannabis seeds as controlled cannabis material under the Misuse of Drugs Act 1975; Customs and Excise Act 2018 framework. Even where domestic hemp cultivation is legal, cross-border seed export typically requires an origin-country export permit and — in the destination — a corresponding import permit. CBD-strain seeds may face slightly lighter treatment in some destinations but the specific rule varies. Sterilised (non-viable) seed products (for bird food) may face lighter treatment.
