New Zealand's Misuse of Drugs Act 1975 classifies cannabis seeds as a Class C controlled drug. Importation by travelers — including non-germinable hemp seeds for cooking — is prohibited regardless of quantity. NZ Customs at AKL / WLG / CHC screen baggage; seeds are seized and destroyed. Penalty: imprisonment up to 3 months plus a NZ$ 500 fine for first offence. Repeat or commercial-quantity import attracts trafficking charges with up to 8 years imprisonment.
