Travelers aged 18+ may bring 200 cigarettes (or 100 cigarillos, 50 cigars, 250g of tobacco) duty-free into the UK from non-EU countries. Quantities above attract UK Tobacco Duty (currently GBP 15.91 per pack of 20 plus 16.5% ad valorem) plus 20% VAT. Cigarettes brought in from EU member states are subject to UK domestic excise rates regardless. HMRC operates the Red Channel at LHR/LGW/STN/MAN for declarations.

Leaving United Kingdom with tobacco cigarettes
Cigarettes and tobacco for personal consumption are freely exportable from United Kingdom — excise is origin-paid at retail and no export formality applies to personal quantities. The binding constraint is the destination's duty-free allowance, typically 200 cigarettes (one carton) or 250 g of tobacco, above which arrival duty and in some countries steep penalties apply. Carrying obviously above-allowance quantities can also draw origin-side questioning about undeclared commercial export.
Arriving in Great Britain from anywhere outside the UK: 4 L spirits or 9 L fortified/sparkling wine, plus 18 L still wine and 42 L beer; 200 cigarettes or 100 cigarillos or 50 cigars or 250 g tobacco (or a proportional mix). Other goods worth up to £390, or up to £270 if you arrive by private plane or boat. Northern Ireland has different arrangements.
Post-Brexit, all arrivals (including from EU) get the same allowance. Declare excess in the red channel.
