However, night-vision devices (image intensifier tubes) and thermal imaging optics are classified as dual-use military goods under the US International Traffic in Arms Regulations (ITAR, 22 CFR Parts 120-130) or Export Administration Regulations (EAR, 15 CFR Parts 730-774). Travellers importing these items into the US must ensure the export from the country of origin was properly authorised. US persons exporting night-vision optics abroad require a State Department licence.
Standard binoculars need no special action. For night-vision or thermal scopes, verify the device's ECCN/USML classification before travel and consult a customs broker. Register high-value optics with CBP (Form 4457) before international travel.
