CBP permits personal-use standard optical binoculars without restriction. However, night-vision devices (image intensifier tubes) and thermal imaging optics are classified as dual-use military goods under the US International Traffic in Arms Regulations (ITAR, 22 CFR Parts 120-130) or Export Administration Regulations (EAR, 15 CFR Parts 730-774). Travellers importing these items into the US must ensure the export from the country of origin was properly authorised. US persons exporting night-vision optics abroad require a State Department licence.
