Japan Post and private courier networks (Yamato, Sagawa) prohibit international postage of standalone lithium-ion power banks per IATA Dangerous Goods Regulations Packing Instruction 968 Section II adoption by MLIT. Domestic surface mail of cells under 100Wh is accepted with proper UN3480/UN3481 marking and Class 9 hazard label. International outbound rejected at acceptance.

PRACTICAL ADVICE

Ship devices with batteries installed via surface mail. Standalone power banks should be shipped via courier services with DG capability.
