Classification notes

Catch documentation (IUU fishing certification, Catch Certificate for EU entry, SIMP for US species) is the main compliance burden, on top of sanitary / health certificates. CITES applies to sturgeon (caviar), seahorses, and various coral and shell species.

Frequent misclassification

Prepared / preserved fish (tuna in oil, anchovies in brine) belong in Chapter 16, not 03. Smoked salmon: raw-smoked is 0305, hot-smoked preserved is 1604.
