Regional Comprehensive Economic Partnership covers 15 members (ASEAN-10 + Australia, NZ, China, Japan, Korea), the world's largest trading bloc by population. ~92% of bilateral tariff lines eliminated over 20 years; less ambitious than CPTPP on services and digital-trade rules. Common rules-of-origin allow cumulation across all 15 members — a sourcing simplification that drives the bloc's logistics value. No labour or environment chapters with binding force. Investment chapter excludes ISDS for now (left to bilateral negotiation). India withdrew from negotiations in 2019; door remains open for re-entry.
Rules of origin
Single uniform origin certificate used across all 15 parties. Product-specific rules: regional value content 40%, CTH change-in-tariff-heading, or specific-process rules depending on product. Full cumulation between parties.
Certificate of origin
Certificate of Origin (Form RCEP) issued by authorised body in exporting party OR an origin declaration by approved exporter.
Notes
Implementation schedules stagger tariff eliminations over 10-20 years depending on party. India declined to join; remains a possible future member.
