Phytosanitary certificates: how plant-health paperwork actually works
Plants, plant products, seeds, and many timber products need a phytosanitary certificate to cross most international borders. Here's the IPPC system, who issues, and what the inspection covers.

A phytosanitary certificate (PC) is the document plant-protection authorities use to certify that a plant or plant-derived shipment has been inspected and is free from regulated pests and complies with the importing country's plant-health requirements. The system is governed by the International Plant Protection Convention (IPPC), a 1951 FAO treaty that today has 184 contracting parties and serves as the global standard-setting framework for plant health (via the International Standards for Phytosanitary Measures, ISPMs).
Goods that typically require a PC include: live plants, cut flowers and foliage, fresh fruit and vegetables, seeds, bulbs, unprocessed wood, wood packaging materials (the well-known ISPM-15 stamping), grain, and many spices and herbs. Processed food, cooked or treated products, and processed timber (kiln-dried lumber over a heat threshold, for example) may be exempt depending on the destination.
The IPPC framework
Each IPPC member maintains a National Plant Protection Organisation (NPPO) responsible for:
- Performing inspections and issuing PCs for exports
- Pest risk analysis (PRA) to set the import requirements other NPPOs must meet
- Surveillance for pests within their territory
- Cooperation with FAO and other NPPOs via the IPPC Secretariat
Major NPPOs include: USDA Animal and Plant Health Inspection Service (APHIS); UK Animal and Plant Health Agency (APHA), now operating under the post-Brexit GB and NI plant health regimes; EU member-state NPPOs (each country has its own — for the EU single market, the joint regime applies); Australia's Department of Agriculture, Fisheries and Forestry (DAFF); New Zealand's Ministry for Primary Industries (MPI) Biosecurity; Indian Plant Quarantine Information System; Brazilian MAPA.
The certificate itself
A phytosanitary certificate is a numbered, multi-page document with prescribed format under ISPM-12. It includes:
- Exporting country's NPPO name and stamp
- Importing country's NPPO name
- Place of origin of the plants/products
- Means of transport and port of entry
- Number and description of packages and distinguishing marks
- Name of produce and botanical name of plants
- Quantity declared
- A declaration that the consignment has been inspected and is "free from the quarantine pests specified by the importing contracting party" and complies with phytosanitary requirements
- Additional declarations as required (specific pest treatments, testing certifications)
- Treatment details (fumigation, heat treatment, cold treatment) including chemical, dose, temperature, duration
- Date of issue, name and signature of authorised inspector
A PC is valid 14-21 days from issue depending on the importing country's rules; shipments arriving after expiry require re-certification or destination-country inspection waiver.
How to get a certificate

Determine the importing country's requirements. The IPPC's PestList database and the destination NPPO's import requirements database (e.g. USDA FAVIR for fresh fruit/veg into the US, EU TRACES NT, UK Plant Health Portal) list the specific phytosanitary requirements per commodity per country. Some destinations require fumigation with methyl bromide (declining due to environmental concerns), cold treatment at specified temperature/duration, irradiation, or fields-of-origin inspection.

Schedule the inspection. Contact the origin-country NPPO at least 5-10 business days before shipping. Most NPPOs require:
- Application form with consignment details
- Treatment certificate (if pre-treatment was performed)
- Field-of-origin documentation
- Inspection-fee payment

Inspector visit. NPPO inspector visits the packing facility or port-of-export warehouse. The inspector examines a representative sample (typically 2% of cartons or 600 units, whichever is greater) for visible pest signs and adherence to packaging requirements.

Certificate issuance. On approval, the inspector issues the PC. Increasingly, PCs are issued electronically via the IPPC's ePhyto system — a digital exchange protocol that lets the exporting NPPO transmit the certificate directly to the importing NPPO. As of 2026, ePhyto is operational with 130+ contracting parties.

At the importing port: customs/biosecurity holds the consignment, the destination NPPO verifies the PC, may conduct a re-inspection (typically 0.5-5% sample rate depending on origin/commodity risk), and either releases the shipment or applies remedial action (fumigation, re-export, destruction).
ISPM-15: wood packaging material
The most widely encountered phytosanitary control is ISPM-15, the standard for treatment of wood packaging materials (WPM) used in international trade: pallets, dunnage, crating, wooden bracing. WPM must be either heat-treated (HT — minimum 56°C core temperature for 30 minutes) or fumigated with methyl bromide (MB), and stamped with the ISPM-15 mark showing:
- IPPC logo
- ISO country code (US, GB, CN, etc.)
- Producer's unique number
- Treatment code (HT or MB)
- Optional DB suffix for debarked timber
WPM without the ISPM-15 mark is refused entry into virtually all developed-economy ports. The treatment is performed by certified facilities; the cost is typically pennies per pallet. The mark is permanent and travels with the WPM regardless of its current use.
Country-specific stricter regimes

Australia and New Zealand apply the strictest biosecurity inspection regimes globally. Both perform 100% visual inspection on high-risk lanes and have refusal/destruction rates an order of magnitude above the IPPC average. AusBio (Australia's biosecurity database) and MPI's IRA system publish per-commodity per-origin import requirements.

United States APHIS Lacey Act amendments (2008) require additional declaration for plant products and wood — independent of CITES — for any species potentially harvested illegally. Affects all imported wood, paper, and many plant products.

EU plant-health regime (2019) requires PCs for nearly all live plants (with limited exemptions for specific low-risk species traded between EU member states). Post-Brexit, GB-EU plant-product trade requires PCs in both directions for most regulated commodities.

Japan, South Korea, Taiwan require specific pest-treatment certifications (cold treatment for many fresh fruits, irradiation for selected products), with detailed protocols managed by their respective NPPOs.
What goes wrong

PC expired before arrival. Cold-chain seafreight to Asia/Pacific commonly takes 18-30 days; PC issued at the EU port may be 7-10 days old before loading, leaving 10-14 days for the voyage. If transit slips, re-certification at destination is required (and the buyer may refuse to pay).

Pest found during destination inspection. Even with a clean PC at export, live pest discovery at import triggers immediate hold. Remedies vary: methyl bromide fumigation at port (1-3 days), cold treatment in bonded warehouse (10-14 days), or destruction. Buyer typically refuses shipment.

Wood packaging refused. ISPM-15 mark missing, illegible, or showing pest activity (frass, insect emergence holes) → the WPM is destroyed at importer's cost and the goods are usually rejected because they cannot be safely repacked into compliant WPM at the port.

Failure to declare. Many destinations classify undeclared regulated material as a customs offence in addition to a phytosanitary offence. Penalties scale from a small civil fine to criminal prosecution for serious or repeated violations (Australian AUD 4,440-83,580 individual fines under the Biosecurity Act 2015).

Origin-NPPO certificate not recognised. If the origin and destination NPPOs don't have an active phytosanitary recognition arrangement, the PC may be rejected for procedural reasons. Verify recognition status via the IPPC database before shipping a new lane.
When you don't need a PC
Most fully processed plant products (cooked, fermented, milled, refined) are exempt. Examples: coffee beans roasted; tea processed; rice fully milled and polished; lumber kiln-dried below stipulated moisture content (typically 19-20%); spices ground and packaged; vegetable oils refined. Always verify with the destination's NPPO requirements database — the specific processing standard varies by commodity and destination.
For the personal traveller, most destinations have a list of items that may be carried in passenger baggage without a PC up to a quantity (often 1-2 kg of fresh produce per traveller, declared on entry). The list varies sharply by country — Australia, New Zealand, and the US Pacific territories prohibit far more than the average destination.
