A legally-binding customs ruling on the HS classification of a specific product, issued by EU member-state customs authorities.

BTI (Binding Tariff Information) is a written, legally-binding customs ruling issued by an EU member state's customs authority (e.g. HMRC's Advance Tariff Ruling in the UK) on the tariff classification of a specific product. Valid three years from issue. Once issued, the ruling binds the issuing customs authority and may be invoked at any EU port of entry. Importers obtain BTIs to remove classification uncertainty before committing to high-volume sourcing. US CBP's equivalent is the Binding Ruling Letter accessed via eCROSS.
