Used clothing in commercial quantities must be exported from Vietnam under a commercial export declaration with a commercial invoice and, where applicable, a packing list and certificate of origin for preferential tariff treatment at destination. Many destinations restrict or ban commercial used-clothing imports outright (several African and Latin American markets) or require fumigation certificates — verify the destination's used-textiles regime before shipping. Carrying commercial quantities as passenger baggage without export documentation risks seizure and misdeclaration penalties on the origin side and duty assessment at destination.
