Permanently exporting a vehicle from Germany requires notifying the vehicle registry (deregistration or export marking), clearing any finance liens, and filing an export declaration — several countries issue a specific export certificate (Japan's export deregistration certificate is the model). Destination-side rules are the harder constraint: age limits, emissions standards, left/right-hand-drive rules, and steep import duties apply in most markets, and some ban used-vehicle imports outright. Temporary export for touring uses a carnet de passages instead.
